Bill Armour is President and Owner of Armour Wireless Solutions. He founded the company after twenty years in the Navy as an Electronics Technician Chief and Vice Presidential Communications Officer — experience he now applies directly to bringing carrier networks onto DoD installations.
Twenty years in the field before the first cell site was ever sited.
White House-level communications support
As a Vice Presidential Communications Officer, Bill provided premier worldwide telecommunications support to two Vice Presidents of the United States, the White House Staff, and the U.S. Secret Service. The role required leading a team and coordinating with more than ten outside agencies to install Digital Radio Infrastructure for the Secret Service, securing communications on every motorcade route and travel stop. It was work with no margin for error.
Supporting critical government infrastructure
Bill's experience also includes supporting major government contractors on high-stakes national infrastructure — work for the National Military Command Center during the Pentagon Renovation Program, and developing and executing the transition plan for the Secretary of Defense's secure and non-secure Executive Support Center telecom systems.
Solving coverage problems that matter to people
From designing and deploying Wi-Fi access across more than 3,400 transient rooms on Naval bases, to installing cellular repeaters and distributed antenna systems at military hospitals treating wounded service members, to overcoming the logistics of bringing reliable wireless service to remote Naval installations — Bill's work has consistently focused on closing the gap between mission requirements and working infrastructure.

Today, Armour Wireless Solutions manages the full lifecycle of new and relocated wireless carrier cell sites on military installations — from identifying coverage gaps and preparing spectrum analysis, through lease coordination and final authority to operate — having supported hundreds of completed and in-progress cell sites nationwide.
